Make Mad Hatter Shop cards available
The free shop-card toggle removes the availability block on Mad Hatter Shop cards. You still choose which cards to buy and need enough Stars for their prices.
Unlocking and buying are different
Open the shop and enable the control to view available cards. It does not give you the cards automatically or pay their Star prices.
